OBJECT:	Prepare water phase of viscous cream and then emulsify oil phase into water phase.
PROBLEM:	Low shear does not produce a fine enough particle size distribution.
RESULTS:	By metering oil phase into water phase, the emulsion is allowed to gradually build up oil phase fraction as an o/w emulsion until the inversion point arrives and a fine grain w/o emulsion is the result.
